Does coronavirus give governments the perfect reason to bring in digital identity cards?

While many have focused on contact-tracing phone apps, former British Prime Minister Tony Blair has said that digital identity cards are not only a natural extension of current technology, but also the perfect solution for reopening countries in lockdown.

But are ID cards a threat to civil liberties? And if so, at what price should we be willing to reopen the world in the wake of coronavirus?

Are ID Cards Unavoidable?

“There’s always a good case for introducing some form of digital ID,” said Tony Blair at the CogX virtual conference, “but I think that case is even more powerful today.”

Ideas around tracking people in order to stem the spread of coronavirus has been touted in the UK and the US since cases started appearing. Indeed, a non-compulsory contact tracing app is already available in the UK.

However, the idea of creating a new form of digital ID, with some coronavirus contact tracing built-in, might feel exploitative and opportunistic.

“You can create a digital ID today that is much more easily protected,” said Blair at the conference. “You can deal with a lot of the privacy and surveillance issues that worry people. But it’s a natural evolution of the way we’re going to use technology to transact daily life and this COVID crisis gives us an additional reason for doing that.”

Of course, while we already carry enormous amounts of personal data about ourselves on our phones, the idea of having a government-mandated digital ID will be a difficult idea for many to stomach.

Would a Digital ID Card Work in Practice?

At present, there are two big concerns when it comes contact tracing apps, which would also apply to digital IDs: accessibility and privacy.

“These apps are bias towards the affluent part of the population so people who don’t have the latest smartphone cannot participate… children are not in mix, the oldest people are not in the mix… so this clearly does not address everyone,” said Detlef Nauck, head of AI and data science research at British Telecom, who was also speaking at the conference.

If the digital ID was stored in a smartphone, for example, then some people without smartphones would naturally be excluded from holding an ID. This would include those in older age groups more likely to be considered at risk of coronavirus.

What’s more, some might not possess the digital skills to use or understand their new government-mandated ID. This, however, would not be a problem according to Blair:

“Give them the chance to be educated, to be skilled, to be retrained, to have access, make sure that there’s universal coverage. Make sure that, for example, when we’re educating our young people today that they’re fully educated to be able to work in this new world. A lot of people will be retraining and reskilling, you know we need to make sure we use this as an opportunity.”

Young people, of course, aren’t necessarily the problem. Retraining older people, who aren’t necessarily au fait with technology at the moment to use a digital ID might be trickier. Biometric passports, as used in the UK, seem great, but some find them challenging to use.

This would also make using a digital ID to track coronavirus spread difficult.

“You need about 60% in the population to make these apps really work well,” said Nauck. “This is roughly the number of people [in the UK] who run WhatsApp on their phones, so you need to get the same sort of uptake on this app, which is not likely.”

Plus, while a contact tracing app was tested in the UK on the Isle of Wight, it only saw a take-up of around 50%. “But, that was probably because people were curious,” said Nauck. “That is probably not something you can replicate across the whole country.”

What If We Don’t Have a Choice?

Perhaps, however, we won’t actually get a choice.

“My essential belief is that the technology revolution is the 20th century’s version of the 19th century industrial revolution,” said Blair. “In other words, it changes everything. It changes the way we live, the way we work, the way we think.”

Most regular people didn’t get a choice on whether they progressed with the industrial revolution — they found themselves caught in the turning gears of history. For Blair it seems, regular people needn’t have a choice time round, either.

“The risk is that you have this divide between the world of the changemakers — those with technology, creativity, and innovation making the changes — and the policymakers — those in politics, in my profession — and there’s a great gulf in understanding and misunderstanding between the two.”

For Blair, it seems, normal people don’t get to factor into these decisions. And, perhaps unsurprisingly, he has form for this when it comes to ID cards. Back in 2004, Blair’s Labour government introduced the Identity Cards Act, which would have required people to carry an ID card with a host of personal information.

The identity cards would also be tied to the “National Identity Register,” which would have included:

Up to ten fingerprints

A digitised face scan

A digitised iris scan

Current and past UK addresses

Overseas places of residence

It would also be tied to other government databases in order for them to be connected.

The controversial bill was repealed by the Conservative and Liberal Democrat coalition government that succeeded Blair’s in 2010.

Of course, that was then, and this is now. And, according to Blair, at least “these technology solutions will be extremely important for us to solve the practical problems, not just of COVID, but of the new world of work and economy that we’re going to see developing in the next few years.”

How The U.s. Will Contain The Spread Of Ebola: Good Old Legwork

The U.S. Centers for Disease Control and Prevention announced yesterday that a patient with Ebola has been identified in the U.S. He apparently got infected while in West Africa, boarded a plane before he had any symptoms, and then visited a U.S. hospital when he fell ill. He’s now getting care at a hospital in Dallas.

If you’re one of the 300-plus million people who live in the United States, there’s a non-zero—if vanishingly small—chance you may have been infected by this person. How can you know for sure? Well, you’ll get a knock on your door from somebody called a tracer.

The tracer will be part of the major technique with which U.S. officials plan to keep Ebola from spreading in America. The technique is called contact tracing. It’s a generations-old idea, it’s pretty unglamorous, but it works. “There is no doubt in my mind that we will stop it here,” U.S. Centers for Disease Control and Prevention Director Thomas Frieden told reporters yesterday during a conference call. Experts outside of the CDC agree. Contact tracing has also appeared to have helped control outbreaks in Nigeria and Senegal. Unfortunately, other challenges keep it from working perfectly in Guinea, Liberia, and Sierra Leone, where Ebola is an epidemic.

Here’s how contact tracing works—and what to expect if, one day, you find yourself getting traced.

What is contact tracing?

Doctors caring for the Dallas patient will (or already have) speak to everyone with whom he had direct contact while he had the symptoms of Ebola, but wasn’t yet staying in a hospital isolation room. In this case, four days passed between when the patient first developed symptoms and when doctors placed him in isolation. Anyone who might have contacted the patient’s bodily fluids during that time is at risk for having contracted Ebola. Dallas officials think 12 to 18 people are at risk.

Tracers must track down and visit each of these direct contacts, every day, for 21 days. Twenty-one days is the longest possible time that somebody could harbor Ebolavirus, but not show symptoms. “By then, if they’re not sick with Ebola, they’re not going to get sick with Ebola,” Daniel Bausch, a physician and researcher who studies infectious diseases at Tulane University, tells Popular Science. Those who stay in the clear for 21 days are off the contact list.

During their visits, tracers ask the traced people how they’re feeling. Tracers may ask the traced contacts to take their temperature every day and record it. Tracers, who are often recruited from the community, don’t need any special medical training. They submit their findings to trained epidemiologists, who decide what to do next.

What happens if a traced contact gets sick?

If the traced person reports having a fever or headache—the early symptoms of Ebola—he or she will be isolated. She might not have to go to the hospital right away, especially if her living situation is pretty isolated already. (Think “my own house” versus “dorm.”) After all, she might not have Ebola. Plenty of diseases, such as colds and flus, also cause fever and headache.

Officials may ask the headachy contact to simply stay in her house or bedroom while they test her blood for Ebola. If she tests positive, then they’ll take her to an isolation unit in a nearby hospital.

Officials will also then have to start the whole contact tracing process all over again for all of the new case’s contacts.

Who counts as a traceable contact?

Family who housed the original Dallas patient during his four infectious days definitely count. Briefer contacts, such as store clerks, probably don’t, unless there’s reason to believe those people touched the patient’s bodily fluids, Bausch says.

The patient entered the U.S. on a commercial flight, but U.S. health officials will not be calling folks who shared his flight, Frieden says. The patient did not have symptoms during the flight, and people with Ebola can’t transmit the virus while they don’t have symptoms.

There are also some experimental Ebola-killing drugs available. It’s not clear how widely available those would be if more people in the U.S. get sick with Ebola, but Frieden says officials are discussing experimental treatments with the Dallas patient’s family and hospital.

U.S. health authorities have previously traced the contacts of people with tuberculosis and with Middle East Respiratory Syndrome, or MERS.

Why will it work here, but not in countries where Ebola is an epidemic?

Authorities are trying to conduct contact tracing in Guinea, Liberia, and Sierra Leone, but it’s harder there. Contact tracing is labor-intensive, and there are many more people infected in West Africa. The U.S. has only one infection so far. Many West African residents are also harder to reach than the average American. They may live hours away, in rough country, or they may live in slums with no set address. They may also not want to cooperate with tracers, out of fear and suspicion of healthcare workers. CNN reported on the challenges of contact tracing in West Africa last month.

Experts are confident contact tracing will work as expected in the U.S. The U.S. has plenty of resources to track all those people and Americans are likely to cooperate with tracers.

Could Ebola land in the U.S. again?

It could. Airports operating flights between Ebola-endemic countries and the U.S. screen travelers before they fly. However, as Frieden explained, “As long as there continue to be cases in West Africa, the reality is that patients travel, individuals travel, and as appeared to happen in this case, individuals may travel before they appear to have any symptoms.”

If the disease lands again, this whole contact tracing thing will start all over.

Unless you’ve been sleeping under a rock for months, you’re aware that Android handsets have been gobbling up market share just about everywhere.

Everywhere except in the United States, that is, where Android phones declined by 4.5 percent as iOS grew by nearly nine percent year-to-year, per latest data from market research firm Kantar Worldpanel ComTech, the WPP-owned market analysts.

Android is big in Europe and has been growing its share steadily in other markets over the past three months, mostly exceeding the fifty percent share mark and in some countries even approaching total domination.

This surge in Android’s popularity has been seemingly led by jumbo-sized devices with screens sizes measuring four and a half inches diagonally and up. Considering that market share appears to favor the trend toward bigger smartphones, Apple has no doubt chosen the right time to release an iPhone with a bigger screen. Or has it?

According to survey data encompassing past twelve weeks (via TechCrunch), nearly one-third of all devices sold in the last three months had a screen size of over 4.5 inches.

Android now accounts for two-thirds of the smartphone market in Europe, up 20.2 percent year-over-year. Elsewhere, Android is equally a success story in terms of market share, going all the way up to a staggering 86.8 percent share in Spain (versus just 2.9 percent for iOS), or 75 percent share in Germany (versus 13.3 percent for the iPhone).

As you can see in the above chart, there appears to be an interesting correlation between screen sizes and usage patterns as owners of jumbo-sized smartphones surf the web and watch videos more often than those rocking devices with smaller displays.

And the more people interact with their devices, the more likely they are to remain loyal to the brand, conventional wisdom has it.

The survey notes that only one out of every five consumers with a screen smaller than three inches download and watch videos, compared to 65 percent when the screen is five inches or more.

That must be music to the phablet proponents‘ ears, I’m guessing.

Again, Android claims more than half the market share in pretty much every territory, with iOS following in second place and Windows-powered devices or BlackBerrys a distant third, depending on a given market.

Specifically, TechCrunch writes, “across the eight most important markets, Kantar notes that Android has a share of 61 percent; while iOS is at 24 percent; and the rest all have five percent or less, led by Windows”.

Yeah, it’s a two-horse race.

For now…

Kantar’s findings related to smartphone screen sizes echo the results of iDB’s non-scientific poll, with a whooping 32 percent of respondents voting that a four-inch display should be the new gold standard for iPhones. One in five yearn for a 4.3-inch screen, like that on Samsung’s Galaxy S II.

Only a fraction of respondents, or less than seven percent, would feel comfortable holding in their hand an iPhone rocking a Galaxy S III class display which measures 4.8 inches diagonally.

Kantar analyst Dominic Sunnebo noted as much, writing how “it is interesting to look at the impact a larger screen size has on how consumers use their smartphones, particularly as the line between tablets and smartphones becomes more blurred”.

Apple’s iPhone since its January 2007 introduction has remained stuck with a 3.5-inch display that some people deem too tiny to enjoy movies, web sites, photographs and other content that really benefits from a bigger canvas.

Cupertino, of course, is expected to announce the next iPhone with a taller four-inch display at a media event next Wednesday, September 12. General availability is expected nine days later, on Friday, September 21.

The screen is said to be a bit taller but only marginally wider, still allowing for easy one-hand navigation with your thumb.
